How To Drain Fuel Tank - 164

OK, picked the car up yesterday.  Today she's leaking fuel....   First job for my new 4-post hoist  ;D

Looks to be from the short rubber step down hose between the tank and the filler neck.  I've tightened the clamps but I fear the rubber is cracked.

Of course, I filled it to the brim yesterday with Premium 98   >:( .

Q1.  What's the most elegant way to drain the fuel from the tank (at least to below the level of the stepdown hose)?
-Can it be siphoned?
-Disconnect fuel supply hose (where exactly) and engage the fuel pump?

Q2.  Any aftermarket solutions for the stepdown hose between tank and filler?  Maybe silicone from a performance/modified car shop?
