As for the fuel issue, sorry but my Psyonic abilities don't reach that far. :(
Have you done a diagnostic on it and checked the operation of the Fuel Pressure regulator?

Not sure if you have checked to see whether you are getting power to the pump (electrical check or audible note when ignition on). If no power, then you may have a bad connection or blown fuse that's causing the problem, I have attached link to a similar problem experienced on the Alfaowners forum, which turned out to be a bad connection in engine bay fuses .

Do you have MES? If so you can test the regulator.
Pretty sure the 16v 1.9JTDm engine (as fitted to the 147, 159) is an interference engine.
The 8valve JTD was not, break all the cambelts you want with that one.

With the upper Cam belt cover off, when you turn the engine over does the belt and all the pulleys operate normally?
The problem seems to be you have fuel going into the HP Fuel Pump but non coming out, have I got that correct?
Just a summary of what I would do -
1/ Disconnect the fuel line feeding the HP Pump at the HP Pump & check for fuel, if yes go to 2
2/ Reconnect the line and disconnect the line from the HP Pump high pressure side going to the manifold, if you have fuel it's not the HP Pump. If you don't have fuel it's something in the HP Pump.
3/ Remove the Pressure Regulator and turn engine over and see if you have fuel coming from it's mounting hole, if you have no fuel it's the HP pump it's self. If you do have fuel from the Regulator mounting hole then its the Regulator blocking the fuel or the pressure sensor electronically shutting the regulator off.
