Title: 1978 alfa gtv, engine dilemma

I have two 1978 alfa gtv's. one of them purchased around 12 years ago and has been of the road for 10 years. The reason for this is it gained a smoky engine (blue smoke) I decided to fix the problem myself and ended up with a half pulled apart engine with the head stuck half on the block.
A few years later I purchased another 78 GTV with the hope of using the engine, this purchase was a gamble as it did not run, however got it started and it doesn't blow smoke. however I cant tune the carbs.
Does anyone have any suggestions as what would be the cheapest option besides wrecking them, and whom to contact in adelaide for the job because it would be a shame to see the first go to waste.
