Scrutineering changes

Some changes for sprint events:

Fire extinguishers:  For caged and uncaged cars, fire extinguishers must be no more than 3 years old and fasten via a metal carrier.

Safety harness:  Expiry date stamp plus 5 years

In car camera:  Camera must be fasten to mount by two points of attachment, suction cup mounts are not allowed, in or out of car.  Affixed camera must be presented at scrutineering.
