Sounds steep. Get a second quote from another dealer or independent specialist.
Would be worth noting if he is replacing front or rear or both.

If they start at 28mm, it's 26mm.

I'm no mechanic, but rotors bolt on and pads clip in. The hardest part is fiddling with the electronic rotor wear detection sensor.
Chase down the parts online and set aside an afternoon. Biggest issue is that the rotors are heavy to freight, but you'd still be $000s ahead.

Perchance are we referring to the Brake Pad Wear Sensor Wire?
It's just as cheap to buy original Alfa/Brembo from the UK and have them shipped (incl. rotors) as it is to get 'other' parts ie. DBA, Bosch, etc from SuperCheap.
Replacing the rotors and pads on the front takes about 30mins, no special tools
Replacing the rears requires a special tool to wind the caliper back in
